Rules allow mergers only after mid-2003

If it?s up to the board of Anatel incumbent telcos won?t be able to merge for a long time, even after July 2003 when they?re allowed to by law, says Tito Cerasoli. ?Like other members of the board, I take the view that the more concentrated this market is, the more power the incumbents will have and the easier it will be for them to disobey the rules,? he argues. Brazilian telecoms law allows mergers of fixed-line incumbents after July 2003 but only with Anatel?s approval.
